Can a small engine with a fixed throttle be converted to accept an adjustable throttle?

The engine manufacturers design these engines to operate at peak performance at a fixed rpm setting. This design primarily has to do with recently imposed federal emission regulations. Air cooled engines operate more efficiently and at a lower temperatures when the engine is set at specific operating speeds.

Please DO NOT attempt to alter these settings or install adjusting throttles. Altering the engine design would void some or all of the factory warranty.
